Ownership is shifting from telecom consortia to private cables built by OTT giants — Google, Meta, Microsoft, Amazon. Most faults are accidental: fishing ~38%, anchors ~25% (over 70% human), with environmental causes ~14%; deliberate damage is a small share but the hardest to attribute. Repair is constrained by only ~60 cable ships worldwide and typically takes 1-1.5 months. Placing Taiwan on this global map shows why it is at once a hub and a front line.
