威脅評分引擎每天標出上千艘高風險船（score ≥8），單日快照看不出趨勢。本頁把它們按 ISO 週與日曆月彙整：互動地圖畫出海纜旁 0.1° 低速徘徊熱區（滯留總時數、涉及船數、平均船速）與高風險船最後位置；逐船列出船種、船籍、出港／進港港口、海上時間、海纜滯留時數與滯留期間平均船速，每期附 CSV／JSON 原始檔可直接下載作為報告素材。

The scoring engine flags hundreds of high-risk vessels (score ≥8) every day; single-day snapshots hide the trend. This page aggregates them by ISO week and calendar month: an interactive map shows 0.1° low-speed loitering hotspots near submarine cables (total loiter hours, distinct vessels, average speed) and last-known high-risk vessel positions; the per-vessel table lists type, flag state, departure/arrival ports, time at sea, and average speed while loitering near cables. Each period ships raw CSV/JSON downloads.

如何判讀：方格＝該 0.1° 網格內「船速 <5 節、距海纜 5 公里內、連續 ≥3 小時」的徘徊事件總時數，顏色越紅代表該格被佔用越久；圓點＝該期高風險船的最後已知位置（外框顏色＝風險等級，填色＝船種）。點方格或圓點看明細，點下方表格的任一列可定位到地圖。港內點與 >5 節的過境已在後端排除。 How to read this: each square is one 0.1° grid cell, shaded by the total hours of qualifying loitering inside it (speed <5 kn, within 5 km of a submarine cable, sustained ≥3 h) — redder means occupied longer. Circles are last-known positions of that period's high-risk vessels (ring = risk level, fill = vessel type). Click any square or circle for details, or click a table row below to locate it. In-port positions and >5 kn transits are already excluded upstream.

⚠️ 判讀限制：高風險評分是行為訊號的彙整，屬於線索而非違法事實認定。逐船明細每日以優先排序取前 400 艘（critical → 海纜滯留 → 離岸滯留 → 分數），統計摘要涵蓋全部入選船；「出港／進港港口」由 AIS 航跡與已知港區（台灣全部、中國閩／浙南／粵東）比對推得，查無靠港以「未觀測到靠港」標示，不代表未曾靠港。 ⚠️ Interpretation limits: risk scores aggregate behavioral signals — they are leads, not findings of wrongdoing. The per-vessel detail keeps the top 400 vessels per day by priority (critical → cable loitering → offshore loitering → score); departure/arrival ports are inferred from AIS tracks against known port areas (all of Taiwan; Fujian / southern Zhejiang / eastern Guangdong for China) — "no port call observed" does not mean none occurred.
