海事制裁是各國政府與國際組織對特定船舶、船東與航運公司施加的限制,用來切斷受制裁對象的海運與金流。被指定的船舶會以其 IMO 編號列入 OFAC、EU、UK、UN、UANI 等公開名單。受制裁的「影子船隊」油輪則以換旗、改名、假 IMO 與走暗來規避——而用公開名單比對即時 AIS,就會發現這些船其實常出現在台灣周邊海域。
Maritime sanctions are restrictions that governments and international bodies place on specific ships, owners, and shipping companies to cut off a target's shipping and money flows. A designated vessel is listed by its IMO number on public lists such as OFAC, EU, UK, UN, and UANI. Sanctioned "shadow-fleet" tankers evade this by hopping flags, changing names, broadcasting fake IMOs, and going dark — yet matching public lists against live AIS shows these ships regularly appear in Taiwan's waters.
「海事制裁」是指各國政府或國際組織,對特定船舶、船東、經理人、航運或保險公司所施加的限制措施。目的通常是切斷某個受制裁對象(例如特定政權、核擴散或走私網絡)用來運輸貨物與取得金流的海運管道。
一旦一艘船被「指定」(designate),各國的企業與金融機構原則上就禁止與它交易——不得提供保險、加油、船級驗證、港口服務或金流結算。被指定的船通常會以其船舶識別碼列入公開名單,其中最關鍵的就是 IMO 編號。
"Maritime sanctions" are restrictions that governments or international bodies impose on specific ships, owners, managers, and shipping or insurance companies. The aim is usually to cut off the shipping and money flows a sanctioned target (a regime, a proliferation or smuggling network) uses to move goods.
Once a ship is "designated," companies and banks are in principle barred from dealing with it — no insurance, bunkering, classification, port services, or payment settlement. A designated ship is typically listed by its vessel identifiers, of which the most important is the IMO number.

The Taiwan Strait and its surroundings are a major East Asian shipping lane and submarine-cable hub, with very dense traffic. Sanctioned shadow-fleet tankers transit, wait offshore, and even conduct transfers at sea here. Matching public sanctions lists against live AIS reveals several OFAC/EU/UANI-designated tankers inside the monitored area right now — an existing official designation, verifiable by exact IMO match, not speculation. This matters for Taiwan in at least four ways:
